摘要
针对近20年水资源理论研究与实际运行调度存在的问题,在论述黄河流域水管理制度的基础上分析了影响黄河水合理配制的主要原因,并提出了相应政策及紧急应对措施。
Aimed at the gap between the water resources research and the real operation institution in recent 20 years, based on the discussion of the water management institution in the Yellow River Basin, the main reasons which impact the optimal water allocation in Yellow River are analyzed, and the corresponding policy and urgent countermeasures are given in the paper.
