摘要
在市场经济条件下，水电厂的主要任务是在安全生产的基础上，争取最大的经济效益。水电厂的最大经济效益就是满足电网和社会效益的前提下争取最大的发电效益。为此以平均水头和标准耗水率分别对电网水库调度与水电厂进行考核，可以分清各自的作用，有利于促进水电厂的经济运行，但电网调度必须实行调厂不调机的方式。以标准耗水率指标考核的优点是：责权利相结合，能调动全厂积极性；有利开展值际、班际等的竞赛；各水电厂间有可比性；与火电厂用标准煤耗考核性质相同，易于推行。
Under the conditions of market economy,one of the main objectives for hydropower station is to obtain the maximum economic benefit on the basis of safe production.The maximum economic benefit for hydropower station is to obtain the maximum power generation benefit under the prerequisite to meet the requirements of power network and social benefits.The reservoir dispatching and hydropower station operation in the power network are checked separately by the average water head and the standard water consumption rate to find out their respective actions in order to promote the economic operation of hydropower station.The dispatching of power network should be made in the mode of dispatching the power stations without no generation unit dispatching.The advantages of taking the standard water consumption rate as checking index are to link the responsibility,right and benefit,to mobilize the enthusiasm of the staff all over the power plant,to promote the competition among working shifts and the comparison among stations and easy to popularization.
