摘要
文章综述了从中国抗日战争时期建立的医疗合作互助组织到当今实行的新型合作医疗制度筹资机制,并对各阶段的筹资机制作了简单阐述。然后针对我国新型农村合作医疗现存的问题进行了总结,提出了定位、力度和立法三方面的问题,并给出了部分的解决办法。
The paper reviews the financing mechanism on cooperative medical schemes from the medical cooperative organization during the War of Resistance Against Japan to the New Cooperative Medical Scheme （NCMS） today. Then it gives a summery of problems on NCMS, which focused on three points： the orientation of NCMS, the strength of financing and the legislation of NCMS. At last, the paper gives some advices on the problems above.
