摘要
公平、合理地分配补偿资金,有利于保护公益林。笔者首先阐述了补偿资金分配原则;其次,运用公平理论、产权理论、公共物品和外部性理论分析和论证了目前中国公益林生态效益补偿资金分配不公平,公益林所有者的产权收益不能实现,政府必须干预解决;第三,提出补偿资金分配应该考虑公益林的成本、质量、需求程度、重要性程度、面积和经济损失等因素,并且进行了分析;最后,论述了补偿资金分配标准的确定方法,提出国有的公益林应该以公益林成本核算为基础确定补偿资金的分配标准,非国有的公益林应该以经济损失核算为基础确定补偿资金的分配标准。总之,政府必须建立公平、合理的补偿资金分配机制,以便激励公益林建设和保护,改善生态环境。
It is favorable for non-commercial forest protection to assign compensation funds fairly and reasonably. Firstly, author expounds allocation principle of compensation funds. Secondly, it is demonstrated and analyzed by equity, property right, public goods and external economy theory at present that compensation funds assignation of non-commercial forest is unfair, and that owner of non-commercial forest does not obtain income of property right in China. Government must solve the question. Thirdly, the author discusses influence factors of compensation funds allocation, including cost, quality, demand degree, importance degree, area, loss of non-commercial forest and so on. Finally, the paper expounds account method of compensation funds assignation standard. Author put forward that compensation funds assignation standard of state non- commercial forest is ascertained by cost account, and that the standard of other non-commercial forest is ascertained by loss account. Therefore, it is necessary to establish fair and reasonable assignation mechanism of compensation funds in order to inspirit construction and protection of non-commercial forest, and improve environment.
