摘要
农村环境卫生已成为我国的一个严重的公共问题。通过分析农村环境卫生问题的公共属性和特殊性,指出中央政府应成为农村卫生建设的主导力量,应建立明确的农村卫生主管部门,直接投资鼓励垃圾处理的科学研究,建立农村垃圾收集处理制度,适当引入市场力量,以有效提高农村卫生标准。
The environmental sanitation in rural areas has been a serious public problem in China. The paper analyzed the public property and specialty of the public sanitation, and pointed out that the central government should be the leading force of rural sanitation construction, assign special departments, put direct investment to encourage scientific research on dealing with pollutant, establish rubbish collecting and disposing system, and introduce market strength properly to improve the standard of rural sanitation efficiently.
