摘要
公共医疗资源具有产权国有性、准公共性、非盈利性和救助性的禀赋特征。对目前我国公共医疗资源供给现状的分析,认为公共医疗资源在医疗机构布局、医疗卫生条件改善、医疗卫生人力资源输送以及政府财政支出等方面都存在很多不足,而公共医疗资源配置的过度市场化、非均衡化、低效率化和城乡二元化则是背后的重要原因。政府应强化其在公共医疗资源供给问题上的主体责任,改善供给手段,以解决民众"看病贵,看病难"的问题。
The public health resource has the characterics and gifts as follows： its property right is state- owned, it is public goods, it is not for- profit and it provids medical assistance. Through analyzing the situation of today＇ s public health resource supply in China, this artical points out there are many problems in layout of medical institutions, improving of medical conditions, medical human resource supply and fiscal expenditure. Some important reasons are as follows： the distribution of public health resource is heavily market-oriented, not balanced, inefficiency and so different between urban and rural areas. This artical emphasizes that the government should strengthen its resbonsibility on the problem of public health resource supply, improve the supply means and efficiency, and establish the system that all citizens can enjoy the welfare that the public health resource brings. With all of these measures, the difficulty in seeing doctor will be solved.
