摘要
制度均衡是人们对既定制度安排和制度结构的一种满足状态或满意状态,无力改变现行制度;相应的,制度非均衡是人们对现存制度的一种不满意或不满足,改变又尚未改变的状态。制度均衡是短暂的特殊时点,制度非均衡则是一种常态。国有企业制度创新过程模型告诉我们,国有企业的制度创新是一个潜在利润推动下的永无止境的过程,创新进程参差不齐,缩短时滞是一个关键环节,摆脱非正式制度落后是促进创新的重要手段。
System balance shows people＇s satisfaction to system arrange and system structure, it can＇t change the current principle; correspendingly, system unbalance shows the unsatisfaction, we want to change but still not change it. System balance is a short special peint, system unbalance is a common situation. From state-owned enterprise system innovation process model, we can see it＇s a permanent process under potential profit, the innovation process is different, the key point is shorten time, in order to improve innovation, the important method is to avoid unformal lag behind system.
