摘要
根据H省政府网站公布的数据,论文分析了H省省直机关、H省FX市市直机关、FX市FC区、XY区、NZ县的机构设置与编制情况。研究发现,虽然改革开放以来从上而下进行过多轮机构改革及相应的人员精简,但目前我国地方政府党政机构和编制方面仍然存在比较严重的机构臃肿、多头多层管理、名称与规格混乱、党政机构重叠、编制超额、领导职数过多、官兵比例失调等问题。这些问题之所以久拖不决甚至呈现出愈演愈烈的态势,主要是因为过去的改革采取的是"治标"策略。本文认为,深化党政机构和编制管理改革必须采取"治本"策略,通过组织法规和编制法规建设、加强外部审查、加强科学研究、统筹党政机构设置等途径,为深化党政机构改革、严格控制编制打下坚实的基础。
According to the data given by Province H＇ s governmental websites, this paper analyzes organizations and staffing in Province of H, City of iF, District of FC, XY and County of NZ. Research outcome shows, although several turns reforms about organizations and Staffing from up to bottom have been carried out after 1978, today there are a lot of serious problems in local governments. The main defects are too many organs, multi-level managing, disorder classification and norms, overlapping CPC organs and governmental organs, overstaffing, out of controlling of leaders positions, disproportions of officials and subordinates. The seasons why these problems are not solved in past 30 years is that we merely selected the strategy of ＇alleviating symptoms of the illness＇ in reforming organs and staffing. In order to deepen reforming of organizations and staffing, we must adopt the strategy of ＇permanent cure of the illness＇ in the future. By law ruling, external control, scientific studying, giving overall consideration to setups of CPC and government organs, next reforms will put solid foundation to organizations and staffs controlling.
