摘要
公务员援助计划旨在维护公务员的心理健康并为政府部门改进管理体制提供建议和帮助。公务员援助计划没有在我国政府部门广泛的推广与应用,其面临着公务员群体主观意愿缺失、政府推动力不足与公务员援助计划项目存在自身缺陷等实施困境。本文在对公务员援助计划实施困境分析的基础上提出提升公务员主观意愿、增强政府的动力与完善公务员援助计划的技术等有效路径。
Public servant assistance programs are to keep public servant mentally healthy and to improve the management of government. However, such programs are not popular in Chinese government and still face some implementation dilemmas, such as unwillingness of public servant to participate, inadequate driving force by the government and lots of other defects. On the basis of empirical studies, this article proposes some solutions to the problems hindering the implementation of these programs
