摘要
个人信息保护问题正在逐步从传统的隐私权范畴中独立出来,成为一个崭新而又重要的法律问题。针对公共行政领域对与个人信息有关的行政相对人权利侵害的危险,从基本原则、具体制度以及与行政信息公开制度的有效衔接三方面出发,阐述政府如何实现对公共行政领域个人信息的有效保护。
Individual information protection is gradually shifting from the traditional category of privacy protection to becoming an important new legal issue. Concerning the danger of infringing administrative rights related to the individual information in public administration and based on fundamental principles, specific system and the effective linking to the system of administration information publication, the paper discusses how the government could realize the effective protection of individual information in public administration.
