Based on the analysis of the present railway drawbacks of the fixed position responsibility system, this paper token the large railway station for example and raised the idea of job rotation system reform, and made a research on the role this system would play, the way it would work, detailed operational procedures and the potential problems in implementation process. To a certain extent, this paper had guiding and practical significance. 3figs. , 3 refs.
