摘要
以科学发展观为指导,通过对公立医院系统、医疗服务体系、卫生服务体系现实因素的综合考察,提出构建公立医院新的内部管理模式应进行病区管理职业化、诊疗管理人性化、医护管理层次化、后勤服务主动化、经济管理透明化、人力资源管理系统化、运营管理简捷化等"七化"调整。分析了新模式的特色和优势在于3个方面:一是公立医院内部管理更加规范、透明、高效,且内部运行机制的适应能力更强;二是为完善医疗、卫生服务体系奠定了坚实基础;三是真正体现了科学发展观的要求。
To take scientific outlook on development as the instruction,proposes the construction of new internal management pattern in public hospital should carry out the "seven adjustments":professionalism of the ward management,humanization of the diagnosing and treating management,hierarchization of the medical treatment and nursing management,initiative of the rear service,transparence of the economical management,systematization of the human resources management,simple and direct of the operation management and so on,through the integrated survey of realistic factors to the public hospital system,the medical service system,the hygienic service system. And analyzes that the characteristic and the superiority of the new pattern lies in three aspects:the first,internal management in public hospital is standarder,transparent,highly effective,the adaptiveness of internal operational mechanism is stronger;the second,the solid foundation for consummation of the medical service and the hygienic service system;the third,has truly manifested the request of the scientific outlook on development.
