摘要
西方福利国家对贫困根源的解释,经历了从收入不足到能力不足,再到权力不足,最后到动力不足的过程;而福利国家危机中暴露出来的因动力不足而导致的福利依赖问题,成为工作福利政策形成的最主要原因。倡导"工作第一"的工作福利政策,对重塑欧美国家的工作伦理观和实现自我保障发挥了重要作用。但其在实践中,部分显失公平的政策设计、高昂的政策隐性成本,以及对缓解贫困的作用有限等问题亦不容忽视。对正处于改革中的我国福利制度建设来说,无论是工作福利政策的理念,还是工作福利的局限性,都具有借鉴和启发意义。
In western welfare countries, imerpretations of the roots of poverty have turned from lack of income to lack of capability, then to lack of rights, and finally, to lack of motivation. The problem of welfare dependence resulting from lack of motivation revealed during various crises in welfare countries is the major factor for the formulation of world'are policy. With UWork First" as its principle, workfare policy has played an important role in reshaping work ethics in the west and in helping to realize self-sufficiency. However, problems arise in the implementation of workfare policy, such as inequity of policy design, high implicit policy east, and limitations in poverty alleviation, which are by no mean negligible. This paper argues that both the concept of workfare policy and its limitations have valuable implications for China who is building her workfare system while undergoing reforms .
