摘要
社会医疗保险是社会化大生产的必然产物,是市场经济体制的有机构成部分之一。作为卫生资源的配置器,社会医疗保险制度对卫生事业的发展起着至关重要的作用。根据制度经济学家的观点,制度变迁具有“路径依赖”性质,一经设定,便在既定方向上自我强化,以后再对其矫正将会遇到强大的阻力。目前,中国正处于社会医疗保障制度变迁的紧要关口,政府在制定社会医疗保险政策时必须对一些根本性问题予以充分关注:
Social Medical Insurance System plays an improtant role in the development of medical cause, therefor, the government must pay much attention to the following basic issues when formulating the policy of social medical insurance.
A. It's a must to realize clearly the growing interest consciousness of economic subjects.
B. Placing effectiveness into an important place.
C. Paying attertion to the contradictions between
a. health and econcic benefits, b. health and medical in dustry, c. ecnomic berefits and mdchical industry.
D. Preventing government from ' out of order'.
