摘要
中国北方严重缺水的同时,南方特大洪水时常泛滥。水荒和水患的问题严重地影响到人们生活和国家经济、社会的可持续发展。为缓解水资源的失衡,2002年国务院批准启动南水北调工程,修建东、中和西三条输水干线,计划每年从南方长江向北方调水448亿m3。东线、中线工程从引水处到受水区全长分别为1 154 km和1 267km,于2004年和2005年动工,西线工程在深入评估中。然而,在南水北调工程中对干线两侧建立植物缓冲带体系和间断湿地系统,来消减来自农田径流的严重面源污染物,保障水质安全的重要作用被忽略。引水区到受水区地理环境的变化也将导致水质理化性状的改变。保障输水线水质安全是一个至关重要的问题,将直接影响到南水北调工程的目的和意义。本文提出沿输水线建立植物缓冲带体系和湿地系统,并依据西方国家一些成功的案例来讨论有关生态工程建设问题。
Water shortage is a crucial problem in the northern China, but in the southern part, enormous floods frequently occur. The water problems seriously disturb human's life and the sustainable development of economy and society in the country. Therefore, Chinese government approved to initiate the Project to Divert Water from the South to the North in 2002. The project is to build the east, middle and west routes where 44. 8 billion ms of water will be transported annually from the Yangtze River in the south to the north in China. The east and middle routes are 1 154 and 1 267 km long, and their constructions have been started since 2004 and 2005. The west route is reevaluated. However,it is neglected to establish conservation buffer systems ( e. g. riparian buffer systems and wetland systems beside the routes to protect the water from severe non-point pollutants in agricultural runoff). Except for the pollution, a changing environment from the water exporting to importing areas will also change the water properties of physics and chemistry. The water quality security and ecological restoration along the routes are critical issues that influence the purpose of the project both directly and importantly. This paper proposes the establishment of riparian buffer systems and wetland systems along the routes for the protection, and discusses the system construction.
