摘要
针对当前常规的系统安全分析方法体现的事后防范、查找失误等模式,提出从柔性工程角度出发的安全管理理念。介绍了柔性、柔性系统、柔性工程等基本概念;将安全视为可变对象,设计出一套主动预防事故的安全管理模式——柔性模型;同时提出复杂系统的动态稳定特性和柔性系统的快速恢复能力。例举两种柔性模型在安全管理系统中的应用,得出所设计的柔性模型在借助现代信息、数字等技术的基础上,可以以任何形式存在于系统中。
Aiming at the shortcomings of conventional system safety analysis methods such as after-prevention and failure to find faults, safety management conception from resilience engineering was firstly presented. Then, the basic concepts of resilience, resilience system and resilience engineering were introduced. And a resilience model, which was a safety management mode of actively preventing accidents, was designed by taking safety as the changeable object. Meanwhile, the dynamic stability of complex system was put forward as well as the fast restoring ability of resilience system. Finally, the application of the resilience models in safety management system was demonstrated. It is concluded that the resilience models given can exist in any forms of system by means of modern information and digital technology.
