摘要
过去20多年,移民法取得了巨大的发展,在定位、价值取向、机构、技术、原则等基本理论方面有了新的突破。在经济移民制、技术移民制、投资移民制、亲属移民制、难民和非法移民和学生签证等移民具体制度上不断创新。在移民法技术、移民融入和国籍关联等操作和配套措施方面,日趋完善。中国有必要也很迫切地需要对之进行系统审视和认真思考,结合中国国情,创造性地实现中国出入境管理法跨越式发展,充分发挥作为移民法后发国家的优势,推动中国出入境管理法的改造和重塑。
In the past 20 years,immigration law has made great development. There is a new brealethrough in the basic theory concerning evaluation, value - orientation, organization, technology and principle. New specific systems have been made for economy immigration, technology immgration, investment immgration,relative immigration, refugee immigration and student visa. There is also a great improvent in the operation and relavent measures as to the technology of immigration law, the integration of immigrants and the connection of nationalities. Therefore, in China it is urgent to reevaluate and reconsider the situation systematically in order to realize the rapid development of the immigration law,take advantage of our country to proment the transformation of the immgration law.
