摘要
随着渔业体制改革和渔船所有制结构的变化，国营渔船逐步减少，个体渔船大量增加。导致渔民素质降低，对一些法规特别是海上避碰规则不了解，使得海区的航行环境变差，涉及渔船的海上事故增多。文章结合近几年的浙江省渔船水上重大交通事故案例，从安全管理学的角度分别对人、机、环境进行分析，并针对渔船水上交通事故的主要原因．提出预防渔船事故的一些措施。
With the reform of the fishing system and the changing of the fishing vessels＇ possesion construction, the number of national fishing vessel reduced but individual ones increasesed. The fisherfolks are lack of qualities, they kniw little about marine laws, especially collision marine accidents increase. Through the research of regullations, which caused the sailing area become bad and the big marine accidents and the analysis of the people, machinery and environment, this article brings forward some precautions of preventing marine accidents.
