摘要
对公立医院管理体制、运行机制的弊端进行了深入分析,设计了建立政府、医院、群众"三位一体"的运行机制和补偿机制的制度,新的体制和机制能够解决公立医院经营弊端和政府监管下公立医院的良性运作问题,实现卫生改革的终极目标,抑制过快增长的医疗费用,解决群众看病贵的难题。
The disadvantages of public hospital management system and operational mechanism in China were in depth analyzed. The 'three in one' operational mechanism and compensation mechanism was designed to solve disadvantages. The 'three in one' included government, hospital and the publics. This new mechanism could decrease medical fee growth and achieve the goals of health reform.
