摘要
分析了一起厂外管线泄漏火灾事故的成因和应急管理状况,结合近年国家安全生产监督管理总局和中国石化对突发事件的应急管理要求,指出厂外管线突发事件的应急处置存在缺乏风险识别和安全评价、应急预案针对性不强、应急响应缺乏联动等问题,并进一步提出对策和建议。
This paper analyzes causes and emergency response treatment of one fire accident caused by pipe leak outside the plant. Integrated with emergency response management requirements of SWAS and SINOPEC suddenly accidents, it points out some problems of emergency response management of outside pipe suddenly accidents, such as no hazards identification and risk assessment, weak emergency response plan and lack of comprehensive actions, and offers counter-measures and advice further.
