摘要
在生态环境危机日益受到关注和重视的大背景下,流域生态补偿己成为恢复和保护流域生态环境的重要措施。钱塘江流域水环境生态补偿机制的研究涉及诸多方面,文章从税制、生态补偿定价机制、投资融资机制三方面着手,探讨钱塘江流域水环境生态补偿配套机制,提出建立流域性补偿基金并完善生态补偿定价制度,进行环境税制改革,建立流域生态环境建设的投资融资机制等建议。
The ecological compensation matching mechanisms （ECMM） of water environment in Qiantang River basin were investigated and studied from many aspects, including tax system, pricing mechanism of ecologic compensate, investment and financing mechanism. The ecological compensation fund in river basin was established, pricing system for ecological compensation was perfected, and some suggestions for environmental tax system reform and investing and financing mechanism were put forward.
