摘要
从农业多功能性出发提出了耕地多功能保护的研究课题,通过对耕地利用特性的分析,指出耕地多功能保护是由其土地利用多宜性突出、多功能综合比较优势明显和土地利用目的公益性强所决定的。结合我国工业化和城市化过程中耕地保护的实际需要,明确了耕地多功能保护研究目标和任务,并对耕地保护底线确定、耕地多功能价值评估和耕地多功能保护效益区域核算等研究内容进行了具体说明。
By analyzing the characteristics of cultivated land use, this paper points out that multi-functional protection of cultivated land is determined by its various suitability, higher comprehensive benefit and strong commonweal of land use. According to the demand for cultivated land protection in the process of industrialization and urbanization in China, the paper confirms the object and tasks of multi-functional protection of cultivated land, and explicitly explains such ideas as the base line of cultivated land protection, the value evaluation and benefit calculation on multi-functional protection of cultivated land.
