摘要
在城市用地扩张的必然性与土地资源的稀缺性始终是城市经济发展中的一对矛盾。正确对待用地扩张与控制事关城市经济的可持续发展。全面分析了城市用地扩张的必然性与扩张控制的必要性,对于合理调控城市用地扩张提供了系统的思维框架,并从控制标准、控制的时间决策、控制的绩效评判等方面提出了相关政策建议。
The inevitability of city land spread and the scarcity of land resource is always a contradiction in the urban development, and addressing and controlling the city land expansion properly is of importance to the sustainable development of urban economy. This paper analyzes the inevitability and necessity of city land expansion and provides a systemic analyze frame for controlling the city land expansion reasonably, and presents countermeasures for controlling criterion, time decision-making and the performance evaluation, etc.
