摘要
教育机会、经济承受性、问责制共同构成了美国公立高等教育的三大政策议题。教育机会是美国公立高等教育的入学政策,经济承受性是美国高等教育的学费政策,问责制是美国公立高等教育的质量政策,它们从受教育权、学费和质量三个维度引导美国公立高等教育的发展。三大政策议题折射出了美国公立高等教育政策的特征,即价值追求,统一性、发展性与多样性以及非单一性。
Access, affordability and accountability constitute the three core policy themes of American public higher education. Access is the enrolment policy of American public higher education. Afforclability is the tuition policy of American higher education. Accountability is the quality policy of American public higher education. They guide the development of American public higher education from the three dimensions of rights of access to education, tuition and quality. The three core policy themes reflect the characteristics of American public higher educational policy, that is, value pursuit, unification, development, diversity and non-singleness.
