摘要
目前,在京津冀地区的环保执法工作中尚缺乏协调性和统一性,三地配合程度不够,存在传统的各地分而治之的现象,各执法部门职能交叉,从而影响到区域环保执法的效果。加强区域间环境执法的协同合作与发展,是治理污染、建立健康生态环境的重要举措。文章从京津冀地区的现实环境状况出发,结合区域环境行政执法中遇到的实际问题,提出解决京津冀地区环境行政执法问题的建议和对策。
At present, there is a lack of coordination and unity in environmental law enforcement for the Beijing-Tianjin-Hebei region with traditional divide and rule and overlapping functions by each executive department, as a result, affecting the efficiency of environmental law enforcement by this region. Strengthening the cooperative development of environmental law enforcement between regions is an important measure for pollution treatment and a healthy ecological environment. This article begins with the environmental reality of the Beijing-Tianjin- Hebei region and analyzes the real problems existing in environmental law enforcement by the region, followed by suggestions and counter- measures for these problems.
