摘要
黄岛油库5号非金属半地下式油罐,1989年8月12日上午9时55分爆炸起火,损失惨重。经调查,起火原因纯属非金属油罐的固有缺陷,如油面暴露面积大、油气易泄漏、钢筋混凝土罐体对雷电效应屏蔽能力差、存在多处引发雷电火花隐患等。火灾现场专家组认定,此次火灾属感应雷电火花引燃油气所致,而并非是因避雷针而引起的雷害事故。火灾以后,非金属油罐已改为钢质外浮顶油罐。这种罐对雷电有防护能力。国内外防雷设计规范规定,这种油罐无需安装避雷针或消雷器。黄岛油库新建钢质外浮项油罐,1990年以来未发生火灾,这不是消雷器的作用,而是这种油罐本身安全度提高的结果。
Oil tank No. 5 of Huangdao Oil Depot was anon-metallic semi-underground tank and its volume was23000m3. This tank exploded and caught fire at 9: 55 p. m.,Aug. 12, 1989, the explosion resulted from the inherent de-fects of such a non-metallic oil tank (e. g., large oil exposuresurface, easy leakage of oil vapor, low shielding capability ofreinforced concrete tank body from lightning induction, hidden trouble for causing lightning sparks). Expert team at thefire site confirmed that this fire was caused by induction lightning sparks that ignited oll vapor.After the fire,this tank was changed to steel tank with external floating roof. During normal operation, there is no oilvapor space inside the tank, consequently, this kind of tankhas capability of protecting itself from lightning stroke. Basedon the lightning prevention design standards and specificationsboth in China and abroad, no lightning rods or lightning elim-inators are required for this kind of oil tanks. The rebuilt steelexternal floating roof tank in Huangdao Oil Depot has nevercaught fire caused by lightning stroke since 1990,it is not theeffect of lightning eliminators having been installed, but theresult of increased inherent security level of the oil tank.
