摘要
黑田清隆首相指出社会上出现政党是"不能避免的",但彻底否定了政党进入政府内部、甚至组织内阁。枢密院议长伊藤博文认为如果和特定的党派相结合则会损害国家利益,强调政府为了进行公正且合理的政治需要保持不偏不党性。虽然黑田清隆和伊藤博文在"超然主义"演说中提出政府要超然于政党之外,但均不具备现实性,就中可以看出他们在宪法颁布之初对于政党和政党政治的怀疑和不信任。
The premier Kuroda Kiyotaka pointed that it was inevitable to see the parties in society; however, he denied that the parties enter into the government or even form the cabinet. Yitou Hirobumi, the lord president of the council, thought that it would impair the interests of the country if the government combined with the particular party. He emphasized that the government should keep its impartial nature for the reasonable and fair politics. Although Kuroda Kiyotaka and Yitou Hirobumi brought forward that the government should keep detached from the parties in their detachmentism speech,there thought could not come into reality. We can also see their suspicion and distrust for the parties and politics from the forepart of the promulgation of the Constitution.
