摘要
农牧区基础教育健康发展是西藏经济发展和社会稳定的重要前提,也是构建和谐西藏的重要内容。本文以公共产品理论为指导,首先分析了中央及地方各级政府大力支持下的西藏农牧区教育发展现状及政府供给效用,然后结合农牧区实地调查资料,重点分析了西藏农牧民对基础教育的实际需求下降原因。研究结果表明,农牧民需求下降是农牧区基础教育发展滞后的重要原因。本文最后就提高农牧民教育需求提出了相关政策与建议。
The healthy development of elementary education in Tibetan fanning and stockbreeding areas is an important condition for economic development, society harmony and social stability in Tibet. Based on public goods theory and field survey, this paper analyzes the development situation of elementary education in the rural areas and the efficiency of the government supply, as well as the reason of the decline of the actual demand of the farmers and herdsmen. The conclusion is that the insufficient demand from the farmers and herdsmen is one of the most important reasons for backward development of the elementary education there. Finally, we put forward some policies and proposals to improve the educational demand of the farmers and herdsmen.
