政策结果的多面向:寻访新政策网络理论被引量：13

摘要 20世纪70年代以来,政策网络理论在欧美国家盛行至今。该理论围绕着政策过程中国家与社会因政策资源相互依赖而形成的不同关系模式来描述、解释或预测政策过程及其后果。本文从结构主义、行为主义视角梳理了该理论关于政策网络对政策结果影响的观点,无论是"结构—后果"逻辑观,还是"行为—后果"逻辑观,片面强调结构或行为的局限性不言而喻。结构主义与行为主义的偏执,使得学者们在检讨这些观点的基础上提出了能统合结构与行为于一体的新制度主义分析视角,以进一步增强政策网络对政策结果的解释力。
