摘要
在我国高等教育快速发展的今天,面对所取得的成绩和存在的问题,研究美国"赠地运动"的成功经验,对我国的高等教育又好又快的发展有着良好的启示和借鉴意义。美国"赠地运动"的主要特点是:法律确立、国家行为、内容清晰、合乎实际、补充完善。为了保证我国高等教育的发展沿着一条正确、健康、可持续的道路前进,以下问题应引起我们的共识:高等教育的发展应顺应经济社会的发展需要;发展应是理性的发展;发展应由政府主导和负责;发展应有强有力和可持续的法律保障。
Now higher education is developing fast in China. There are both some achievements and problems. So it is of enlightening and referential significance to research on the successful experience of American Land-Gift Movement for the fast and sound development of higher education in China. The main characteristics of the Movement are legal establishment, governmental activity, clear content, conformity with the realities, and perfection and improvement. To lead the development of the higher education in China to a correct, healthy and sustainable road, the following aspects should be noticed： the development of the higher educatiorr should satisfy the need of the economic society; development should be rational; the government should lead and be responsible for the development; development needs a powerful sustainable legal guarantee.
