摘要
房地产业是国民经济发展的重要产业,是事关民生的重要产业;房地产安全直接关系着国家金融安全和宏观经济的安全。我国房地产价格的持续上涨危害经济持续的发展,其上涨原因主要有:供求矛盾逐步凸显;开发商违规囤地行为扰乱了正常的市场平衡;经济适用房所占比例极小,无法影响供给、平抑房价;流动性过剩下的被动投机;户籍制度间接推动了房地产价格的上涨。对于调整我国房地产价格的对策与建议是:调整开发投资结构,增加低价位住房供应;控制开发成本,降低房地产企业的期望利润;加大对房地产价格的检查与监管力度,维护市场正常的价格秩序。
Real estate industry is the pillar for national economy and people's livelihood. Whether the national finianee and macro economy can go smoothly concern directly with the situations of real estate. However, the surging house prices in China are damaging the sustainable development of economy, the contradiction between supply and demand is becoming conspicuous; illegal hoarding for speculation disturbs the marketing balance; economic houses are short of supply and thus the prices can not be constrained accordingly while the so-called oversupplied houses are speculated; the household registration system stimulates indirectly the surging. The coutermeasures to these problems argued in this paper are as follows: to adjust the investment structure so as to increase the supply of low price houses; to control the cost of development and lower the expected profits of the real estate companies; to strengthen the price inspecting and supervising in order to regulate the price order.
