摘要
长期以来,我国政府在海洋公共产品领域担当了双重角色,既是生产者,也是提供者。但随着海洋开发与海洋管理的日益拓展和深入,面对环境的不确定性与信息的不完全性,政府自身的局限性使其难以通过"有形的手"使海洋资源的配置达到帕累托最优,导致海洋环境公共产品出现供给不适或不足。解决这一问题,需要在对海洋环境公共产品内涵进行深入研究的同时,重新界定政府在海洋环境公共产品生产与提供中的基本职能范围,确定其角色定位,以此促进海洋环境管理事业的和谐发展。
For a long time, the Chinese Government has played a dual role in the area of the public marine environment production as a producer, and a supplier. However, with the exploitation of the ocean and the development of ocean administration, when in the face of new environments and the inadequacy of information, the government could not distribute the ocean resources to get to the Pareto optimality through its visible hands, which may cause the inconsequence or deficiency of the supply of the public marine environment production. In order to resolve this problem, when doing the deep research in the connotation of the public marine environment production, it needs to redefine the basic function of the government in the producing and supply process of the public marine environment production, meanwhile confirm its role. It means a lot actually in promoting the accord development of the marine-environment management.
