摘要
20世纪90年代中后期,西方国家继新公共管理改革之后进行了以"整体政府"为内容的第二轮政府改革运动。"整体政府"改革基于结果与目标的组织创新进路,以伙伴关系为创新工具,形成了一种有别于传统官僚制和新公共管理"企业家政府"的新型组织模式,即"整体政府"组织模式。该组织模式在内容上具有以"联合"为特征的两种组织结构形式和以"整合"为内涵的组织目标及机制,在方法上为公共行政组织的研究开辟了一条社会学的研究途径。
In the latter half of the 1990s, following the new public administrative reform, western countries began to carry out a second round of government reform, i. e. , the whole-of- government reform. The whole of-government framework looks to the outcome and goals of organization innovation, relies heavily on partnership, and is completely different from the traditional bureaucratic system and the "enterpreneurial government" under the new public administration. In terms of contents, this framework has two organizational structures featuring "coalition", and its organizational goal and mechanism lay emphasis on "integration". In terms of methodology, the framework offers a sociological approach to the study of public administrative organizations.
