Fiscal Decentralization and Efficiency of Local Government:An Empirical Analysis Based on the Spatial Panel Data of China

摘要在我国中央政府对地方政府进行放权的同时,也伴随着较高的经济增长率,所以财政分权促进了经济增长一说,很可能仅仅是一种数字错觉。但财政分权的一个直接作用是提高地方政府效率,如果能证实财政分权确实提高了地方政府的效率,则财政分权必然促进经济增长。文章在采用数据包络分析得到我国1998-2005年各省的地方政府效率后,借用空间面板回归模型发现,我国的财政分权确实有效地提高了地方政府的效率,传统的面板回归模型因没有考虑空间相关性而低估了这一作用。 It may be an illusion to consider the fiscal decentralization could improve the economic growth in the developing countries just like China. But a direct effect of the fiscal decentralization is to improve the efficiency of local government. Using the models from the way of DEA to estimate the effficiency of local government, and then using the spatial linear panel model to measure the impact of the fiscal decentralization on the efficiency of local government, this paper finds that the fiscal decentralization in China has a positive effect on the local government efficiency and the traditional estimations have underestimated this positive effect.
