摘要
基于对摊贩及其管理的正负2方面的认识,剖析了治理与包容辩证关系,提出实现治理与包容并重的主要方式是构建社区摊贩自治管理模式并完善相关制度环境。
The dialectic relation of administer and comprehension was anatomized on the basis of cognition of advantage and disadvantage of hawkers and their management. The conclusion that construction community hawkers＇ self-management model and perfecting correlative system were central methods to realize laying equal stress on administer and comprehension were put forward.
