摘要 应用经济学理论,根据火力发电的污染物排放计算方法和单位污染物的环境损害成本,建立了适合我国的电力生产环境成本计算模型。该模型可以根据电厂的实际情况,采用常规数据计算电厂火力发电的环境成本。以贵阳电厂为例进行了计算分析,并将模型根据全国范围的条件进行了测算。结果表明,在我国人口众多的东部地区,燃煤发电、燃油发电和天然气发电的环境成本(以人民币计)分别为:0.2176元/(kw·h)、0.213元/(kw·h)、0.0686元/(kw·h)。 By using economic theories and based on calculation methods of pollutant emission and environmental harms of firepower plants, an environmental cost model for electricity generation in China has been developed. This model could be applied to calculate the environmental costs of firepower plants by conventional data. A detailed analysis on Guiyang Power Plant was demonstrated. The model was also used for all kinds of condition throughout China. It has been indicated that in the eastern part of China, the environmental costs of electricity generation based on coal, oil and natural gas were 0.217 6, 0.213 and 0.068 6 yuan RMB per kilowatthour respectively.
