摘要
西伯利亚自然资源极其丰富,开发潜力巨大,在全俄乃至更高层次的区域中具有明显的竞争优势。根据国内外最新资料,对西伯利亚的能源、矿产资源、森林资源、水资源和水能资源的开发现状进行了详尽的分析,从开发面临的优势与劣势、机遇和挑战等方面对西伯利亚的自然资源开发潜力进行了探讨,并根据SWOT分析结果提出了西伯利亚自然资源开发的策略和建议。
There is a clear competitive advantage in natural resources for Siberia in the whole Russia and the world. Based on the new census and research of both home and abroad, this paper analyzes the current developing states of the energy, mineral resources, forest resources, water resources and hydropower resources in Siberia. The exploitation potential of natural resources in Siberia is discussed on the perspective analysis of the strengths, weaknesses, opportunities and threats. （ 1 ） Compared with the same resources in the whole Russia and the world, Siberia has an advantage in the oil, natural gas, forest, water and energy, and in the next few years, the development of platinum, iron, manganese and other mineral resources should be maintained in the current production. Also, the Siberia has a large number of scientific research institutions and universities. In order to enhance the overall economic strength of Russia, natural resource utilization in Siberia has played a great role in the development strategy of Russia. Moreover, the Siberia has great advantages in location and transportation and as a result the Siberia became the bridge-linking between Europe and Asia. （2） The natural conditions in Siberia are poor and the ecological environment is fragile＇. Once the ecosystem is destructed, it is difficult to restore. The heavy chemical industry in the West Siberian is very intensive that has resulted in serious environmental pollution. One of the states in Siberia has been regarded as the ecological disaster area. As the developing fund is limited, the infrastructure is poor. Especially, the transport facilities need to be improved because the advantage in natural resources has been seriously inhibited. Moreover, because of the economic and other social factors, the population in Siberia has become less and less, the labor is seriously in shortage. Finally, in accordance with the results of SWOT analysis, strategies and recommendations for exploiting and developing the natural resources in Siberia are suggested, which include improving the conditions for resource developing, strengthening ecosystem protection, enhancing developing process of natural resources to extend the industrial chain and introducing the legal immigrants to enrich labor resources.
