摘要
采用文献资料、逻辑分析等方法对我国《学校体育工作条例》执行过程中的阻滞现象进行分析。认为:学校体育政策是一个过程,各个过程环节间相辅相依、环环相扣,任一环节的偏差都可能导致其它环节出现问题。我国《学校体育工作条例》实施过程中出现的阻滞现象与《学校体育工作条例》政策问题认定的疏漏、政策制定中利益表达机制不完善以及政策评估体系不健全紧密相关。
By using the method of documentary and logical analysis, the "Working Regulations of P.E. at School" was analyzed. The school physical education policy is a kind of process which consists of several links, and any link of the process is interdependent to each others. When one link has a bug, it will impact the other links. Hereby, the blocks of the implementation of "Working Regulations of PE at School" in China are owing to some bugs of the process of the school physical education policy.
