摘要
业外突发事件是造成旅游业危机的重要来源。分析了旅游业应急管理研究的时代与理论背景。以此为基础,归纳了业外突发事件的特点、类型及其对旅游业可能造成的影响结构、影响方向。提出了业外突发事件与旅游业危机的关联影响模型,并总结了旅游业处理业外突发事件的应急任务,提出旅游业应该以安全保障服务为核心建立一套有效的应急管理体系,并具体分析了旅游主管部门、旅游企业和旅游者等相关主体应该采取的应急措施。
Sudden events outside tourism industry are the important sources to cause tourism crisis. This paper analyzes the time and theory background on emergency management research of tourism industry. Based on this, this paper summarizes the characters and types of sudden events outside tourism industry and probes into their influence structure and concrete di- rections to tourism industry. This paper put forward the interacted-influence model between sudden events outside industry and tourism industry and concludes the key emergency tasks that tourism industry should take to deal with the sudden events. This paper insists on that tourism industry should construct one useful emergency management system based on the safety and security service to tourists and analyzes the emergency measures should be taken by tourism management bureau, tourism enterprise, tourists and others stakeholders.
