摘要
土地是人类赖以生存和发展的基础,土地资源稀缺是人们集约利用土地的直接动力。基于我国土地资源的基本国情,集约利用土地是我国城市化发展的必然选择。作者从深圳市城市土地利用的现状分析入手,简要分析总结了深圳市土地利用的基本特征和存在问题,采用多因素综合评价模型对深圳市土地集约利用状况进行研究,分别计算了经济效益指标、社会效益指标、生态效益指标、环境效益指标以及深圳市土地集约利用综合效益指数,并按照综合指数对深圳市土地集约利用情况进行了分析探讨,最后提出若干有益于深圳市土地集约利用的对策和建议。与国内一些城市相比较,深圳市集约用地水平较高。但相对于香港、新加坡等城市,其土地集约水平还有待进一步提高。深圳市政府需要根据社会经济发展水平和深圳市土地利用现状制定一系列的指导方针政策来促进城市土地的集约利用。
Land is one of the most important bases of human survival and development and the scarcity of land resource is the driving force of land intensive use. Considering some land conditions of China, we considered that land intensive use in particular regard to urban land is the only choice of Chinese urbanization. This article focused on the case study of Shenzhen city of Guangdong Province in China, analyzed its current situation of urban land use, and summarized the characteristics and major limits of land use in Shenzhen city. A multi-factor comprehensive evaluation model was established to calculate its development situation in terms of economic, social, ecological and environmental index, respectively. Moreover, the land intensive utilization comprehensive index was created to analyze the land intensive utilization. Finally some suggestions and countermeasure which are beneficial to urban land intensive use have been put forward. The authors argue that there are great challenges facing the current urban land intensive use system in Shenzhen city, and that Shenzhen Municipal Government needs to develop a seriesof guidelines for urban land intensive use according to its socio-economic developmental level and land use status.
