摘要
本文运用远程教育学基本原理和教育评价理论,从国际开放与远程教育协会组织的国际教育质量评价活动中,对质量评审的理念、特点、过程和内容等本体意义作了写实性的阐述,并在此基础上对教育质量的内涵,教育目的的界定,课程设计的理解,教、学和测评的设计,教学及管理模式的活化,学习支持的思辨,博客和维客等网络新产品的应用以及网络时代的人格教育等质量评审中的焦点和热点问题作了推论并进行了必要的诠释,试图给人以启迪。
In this article, the author first gives a descriptive account of the ontological significance of the rationale behind the quality audit of the International Council for Open and Distance Education (ICDE), its characteristics, procedure and scope, using distance education principles and education evaluation theory. It is argued that quality is of utmost importance but that its core value and guiding role are of more importance. Quality evaluation is essential, but quality audit may be more indicative of the essence of quality. International quality audit focuses not only on the result but also on the process. Whichever aspect is to be audited, the audit checklist should be in line with the requirements of quality audit. Eight deductions are drawn from the analysis of the ontological significance of ICDE's quality audit practice. The deductions cover the connotations of education quality, the definition of educational goals, the interpretation of course design, the design of instruction, learning and assessment, the functioning of teaching and administration management, reflections on learning support, applications of new network technologies such as blog and wiki, and personal education in a connected world.
