摘要
浙江省温州市失地农民与安置区原居民的基本情况抽样调查表明,两个群体在对失地农民政策的关注、社区事务管理及公益活动、经济活动及生态环境等方面有明显的差异。资源的重新分割是双方冲突和缺乏融合的主因,双方缺乏接触使移民村在安置区成了"孤岛",缺乏信任导致融合困难重重。为保障安置区的稳定与发展,建议对后期扶持政策进行调整:建立信息共享机制,后期扶持规划综合考虑失地农民和原居民的利益,加大对安置区的生态环境建设投资。
Proceeding from the sample information about aborigines and land-expropriated farmers in Wenzhou city of Zhejiang Province, this article examines distinctive discrepancies in terms of group concern with the policy regarding land-expropriated farmers, local affaires management, public welfare activities, economic activities and ecological environment. Redistribution of resources leads to conflicts and lack of fusion between the two parties. Due to lack of contact and trust, migrant villages feature as "islands" in the temporary settlement, which works to block the process of fusion. To ensure stability and growth of the temporary settlement, we propose to set up information-sharing mechanisms, to balance the interests of aborigines and land-expropriated farmers by means of later stage aids, and to increase investments on ecological environment construction in the temporary settlement.
