摘要 运用GIS这一新技术手段于暴雨泥石流区域减灾预报研究是一种尝试.通过该项研究,建立了为孙水河流域泥石流减灾预报提供分析依据和决策支持的地形及各类专题要素的地理信息系统.该系统集数据库、图形库、模型库为一体,具有空间数据采集、属性处理、灾例检索、灾损预估、灾情分析与区域预测和减灾决策支持一体化. Scientific prediction and disaster-mitigating policy decision of rainstorm-induced debris flows is a huge system engineering. It involves a number of natural and environmental factors in many disciplines and lots of aspects in social and economic fields. Advanced technologies are needed to realize timely collection and prompt disposal of disastrous information,also to realize the stylization of predicting analysis of disasters,the scientification of administration for policy decision of disaster mitigation and the standardization of programs. By these ways,this kind of policy decision can be up to a higher level. For this purpose,taking advantage of systematic software,such as PC ARC/lNFO,ARC/VIEW, IDRISI, we primarily build a geographic information system about elements of landform and all kinds of specialties which is provided as analytical basis and support of policy decision for disaster mitigation and prediction of debris flows in this basin.
