摘要
文章从资源配置基本原理出发,针对县域经济特点,提出了由资源配置对象(内外部的资源)、配置方法或途径(集中配置、定位配置、聚集配置和协同配置)、配置效果的标准(竞争性、有效性和效率性)、配置方向(差异化优势)和配置目的(达成县域经济发展目标)构成的基于资源配置战略的县域经济发展模式,并以此对福建省上杭县"三资"运作战略进行分析。
Based upon the law of the allocation of resources and the features of county economy, the paper puts forward an economy de- velopment model for a county, which involving the resource allocation objects （including internal and external） , allocation method or path （ concentrated, located, aggregated, and synergistic）, standard of allocation effect （ competitive, effective, and efficiency）, allocation direction （differential advantage） , and the allocation aim （aiming at the county economy development）. The paper takes Shanghang County in Fujian as an example to analyze its ＂Sanzi＂ strategy.
