摘要
本文回顾了该院3年多来加强院科二级管理的实践与体会,主要讨论了其模式与机制,旨在运用科学的二级考核、二级核算、二级分配、二级管理的方法来提高医院卫生资源利用度、投入产出比和社会经济效益。作者认为:在强化院科二级管理的实施运作中可采用一院多制、小步快跑等统筹平衡举措,并及时引入成本核算、经营服务等企业管理经验,作者对防止二级管理、二级核算走入经济承包误区等问题提出了警示。
This paper looked lach the practice and its experience of the hospital and de, artments (or clinics)two-level management in the last three years and discussed mainly its lachground,acting reasons,style and mechamism aiming at promoting hospital utility of health resources ,the ratio of input and output,and social economic efficiency by way of using the scientific two-level checking, accounting.distrabuting and management. Based on the author's consideration:in the practical pro-cessing of strengthening the two-level management multiple systems may be used in a hospital, step by step running to balance the actions,which should be promptly introduced into the cost ac-count and enterprise manageme experience of the charging service. Warning has been suggested by the author for the two-level management and two-level account about problems leading to misstake aspeets in economic contract ,which should be provented.
