摘要
2003年11月,由经济合作与发展组织(OECD)和挪威教育部共同举办的第二次教育服务贸易国际论坛上,"跨境教育"这一概念被明确提出。随着跨境教育的发展,质量问题也成为各方瞩目的焦点,产生质量问题的因素主要是政府、教育机构和学生。根据联合国教科文组织(UNESCO)与OECD联合制定的保障跨境高等教育质量的指导方针,我国必须健全完善政府的监管体系,建立跨境教育机构的质量评估标准和认证制度,保障受教育者利益。
In November , 2003 , with the cooperation of OECD and Education Ministry of Norway,the concept of "cross-border education" was clearly proposed in the Second International Seminar of Trade in Education Service. With the development of it,the quality problem has become a major issue. The cause of quality problem mainly relates to governments,education institutes and students. With the guidance of guaranteeing the quality of cross-border education which is proposed by the cooperation of UNESCO and OECD, China should improve the regulatory system of government and set up the quality evaluation standard and accreditation system of cross-border education institute to guarantee the interest of the educatees.
