摘要
分析了当前新农合制度存在的资金来源有限、补报模式不尽合理、补报途径与基金管理不完善、定点医院药价虚高、组织机构不健全和统筹层次偏低六大主要问题,提出广开筹资渠道、提高补偿比例、完善体制机制、提供组织保障和实现城乡对接五大对策。
This paper described six issues in the operation process of NRCMS that are： limitation of resources, unreasonable of reimbursement model, funding management need improve, higher drug price in- fixed hospitals, management sectors need well organized, and the integrate management at low level. Five policies had been proposed that are： resource collection approach need widen, raise the ratio of reimbursement, improve the scheme and operative mechanism, provide the organization guarantee, and integrate rural and urban system.
