摘要
目的:研究新农合管理机构资源配置和管理现状,发现其中存在的问题,以提出合理化建议。方法:分析项目县现有资料和进行知情人深入访谈。结果:管理机构人员不足、办公设备落后、工作经费紧缺,限制新农合管理职能发挥,管理能力相对落后。结论:有关部门应重视对管理机构的投入,根据经济发展水平和农业人口数量合理确定管理机构人员配置标准和工作经费标准,提高新农合管理能力。
Objective: To study the status and problems on resource allocation in NRCMS management facilities in six counties, in order to propose rational recommendation. Methods : Analyzing existing data and applying key informant in-depth interview. Results: NRCMS management facilities were shortages of human resources, management funding and equipment, those shortage influences their capability. Conclusions: The different level leaders should pay attention to invest more resources for NRCMS management facilities to improve their capability. The 'allo- cation standard should be formulated according to amount of target population and economic development level.
