摘要
村民自治是中国农村推行的一种社会制度。它的主要特点是由村民自己决定属于本村内部的事务,其他组织和政府无权干涉。但是,由于受宏观政治体制、地方经济、文化等多种环境因素的制约和影响,出现了"成长的烦恼"和"发展的困境",其中最典型的表现就是村民自治权异化,严重影响了村民自治的健康发展。文章对村民自治权异化产生的原因进行了剖析,指出当前农村村民自治权异化与宏观政治体制、社会控制方式转型、乡村经济基础薄弱、干群素质低下以及法律制度体系不够健全等有关。
Villagers＇ self-government is a social institution carried in Chinese villages. The main characteristics of such system are that villagers manage the village affairs without any interference from organization or government. However,owing to the macro political system,lo- cal economy,culture,and other environmental factors, there are troubles and difficulties in the development, in which the alienation of the autonomy is more representative. The paper analyzes the causes and reveals that it is related to the inadequate economic foundation, incompetent managers and other factors.
