摘要
为弄清现阶段医疗卫生计量管理存在问题的成因,探讨如何进一步做好医疗卫生计量管理工作,从存在问题的客观性和社会心理两个角度进行了分析。认为当前医疗卫生行业计量管理存在的几个根本性问题是行业自身对计量管理重视不够;医疗卫生计量检定工作存在着弊端;医务人员的心态与素质不利于计量管理。应采取的对策是:制定医疗卫生计量管理条例;形成计量检定工作质量约束机制与形成医学量传新模式;提高医务人员及其领导者对计量管理重要性的认识,并明确其计量工作责任;给广大医务人员增加相关的工学理论知识。
On the development of quantitative systems in the vast area of medical practice, management and research, explorations are made from seueral dimensions: promotion of quantitative assessment, criteria, investigation and management, with the understanding of limitations of empirical, direct experience or intuition; creation of environment and conditions whereby medical professionals and managers master more in statistics, higher mathematics and other academically related areas; absorption and use, with priorities in mind and on a selective basis, of aduancde technololgy and managerial expertise so as to gradually upgrade quality, efficiency, and cost - effectiveness of health services.
